A little dimensional adhesive can add “oomph” to any card design. I use the stuff a lot!

Washi tape: white stripe on red by Freckled Fawn

Other: light-blue textured cardstock, dimensional adhesive, black pen (I used Sakura Pigma Micron 01, .25 mm)
